   (Issued according to the Ministerial Decision of 25/7/1997)
- Article 1: Any natural person
or corporate entity is not allowed to provide any kind of educational
works and services for students in educational institutions
abroad unless they have a licensed offices approved by the Ministry
of Education according to the requirements mentioned in the
following articles.
- Article 2: Licensing application
form for establishing an educational services office for students
abroad should be submitted to the Directorate of Cultural Affairs
and Scholarships at the Ministry.
- Article 3: The Directorate of
Cultural Affairs and Scholarships review the licensing application
to ensure its conformation with the requirements in this matter.
- Article 4: The Directorate of
Cultural Affairs and Scholarships notifies the applicant of
accepting or rejecting his application by a registered letter
within thirty days from the date of the application. Acceptance
is not considered as a license for establishing such office.
- Article 5:
The applicant should:
- Prepare a furnished office with equipment and toilets.
It should notify the Directorate of
- Cultural Affairs and Scholarships for inspection and ensure
its suitability to practice such activity.
- The office should be independent and not practicing any
other work or activity.
- The owner should pay the fees and present a bank bail as
mentioned in the decree no. 1    of 1997.
- A list of staff should be presented showing their names,
age, sex, nationality and the jobs     they have been
practice last five years. Copies of the contracts should be
attached.
- Article 6:
The office get from the student the following:
- Registration fees as determined by the educational institution
where the student would enter.
- Agreed remuneration for the services provided by the office.
- Textbooks cost after their approval by the Directorate
of Cultural Affairs and Scholarships
- Article 7:
The office has to prepare the following:
- Regulations that organize the relationship between the
students with the office, stating the    remuneration
paid to the office for the services it provides. The regulations
should be set pin an obvious place.
- The agreement between the office and the student or the
parent that define this p relationship.
- A list of the educational institutions that the office
deals with approved by the Ministry.
- Article 8: The office is not
allowed to publish any advertisement about any educational institution
accept those approved by the Ministry unless it gets a written
acceptance from the Directorate of Cultural affairs and Scholarships.
- Article 9: The official office
site is the one that has an address for all correspondence.
